।। मान्यनीय सर्वोच्च न्यायालय द्वारा दिया गया फैसला सर्वथा मानवीय सुरक्षा के दृष्टिकोण से तर्क संगत है। इसका दर्द मात्र उनको पता है जिनके परिवार का कोई सदस्य बच्चा किसी पशु द्वारा काटने पर रेबीज के कारण मृत्यु को।प्राप्त हो गया।

परन्तु ये भी सत्य है कि कुत्ता कोई जंगल में रहने वाला नहीं बल्कि सामाजिक प्राणियों के साथ ही जन्म लेकर मृत्यु को प्राप्त होता है। ये पशु बहुत वफादार, मित्र, व्यवहार और इमानदार, समझदार होता है। किसी मानसिक, शारीरिक या भय ग्रस्त होकर ही किसी मनुष्य पर अचानक हमला करता है।

इस समस्या का समूल समाधान होना चाहिए, आजकल जो कुत्तों के लिए रैन बसेरा है वह दुर्गति पूर्ण स्थिति में है, वहां स्वस्थ्य कुत्ता भी विभिन्न रोगों के चपेट में आता है। इसलिए हमें गौशाला के तर्ज पर स्ट्रीट डॉग, या घरेलू डॉग के संरक्षण, सुरक्षा, अच्छी व्यवस्था की पूर्ण जिम्मेदारी सरकार, नगर निगम और दानसेवी संगठनों का है।

जबरदस्ती सड़क के मासूम कुत्तों को या पालतू घरेलू कुत्तों को रैन भरोसे पर नहीं छोड़ा जा सकता। जिस जगह से सरकार कूड़ा निस्तारण कर रहीं है वहां इन सड़क के मासूम असुरक्षित पशुओं के लिए अच्छी से अच्छी व्यवस्था किया जाए, ताकि इनके लिए एक पूर्ण साफ सुथरा, सुरक्षित, और मानवीय उदारता से प्रमाणित स्थान का निर्माण करके वहां सभी जीवों को स्थानांतरित किया जाय। जय पशुपतिनाथ, जय गुरु देव।

Therefore, on the lines of Gaushala, the government, municipal corporation and charitable organizations have the full responsibility of protection, security and good arrangements for street dogs or domestic dogs.

Innocent street dogs or domestic dogs cannot be forcibly left at the mercy of the people. The best possible arrangement should be made for these innocent and unsafe street animals at the place where the government is disposing garbage, so that a completely clean, safe and certified place with human generosity should be constructed for them and all the animals should be shifted there.
